This year’s Annual Budget, and Plan documents were approved by the Administrators for the usual s223 consultation exercise as mandated by the Local Government Act. This year, the Minister has approved Council’s making later than normal submissions but our Council has decided to push on and complete the process in the usual timeframe. Here are the timelines if you are interested in making a submission. Under the rules, you may choose to speak in person (maybe via video this year?) or just have your submission accepted and read.

The s223 submission process

a. Copies of the Proposed Annual Budget 2020/21 and Proposed Council Plan 2020-2024 together with information prescribed by the Local Government (Planning and Reporting) Regulations 2014, is available for inspection on Council’s website www.southgippsland.vic.gov.au, between 28 April 2020 and 28 May 2020; and that;

b. A person proposing to make a submission under s.223 of the Local Government Act 1989 must do so by 5.00pm on Thursday 28 May 2020. Late submissions will not be considered by Council; 

c. Submissions must be addressed to the Chief Executive Officer, South Gippsland Shire Council; 

d. Separate submissions are to be lodged for each separate document; 

e. Submissions are to preferred to be sent via email for the Proposed Annual Budget 2020/21 and Proposed Council Plan 2020-2024 to submission@southgippsland.vic.gov.au;

f. Any person making a written submission is required to state in their submission(s) if he or she wishes to speak to their submission, or Agenda and be represented by a person specified in their submission(s), at an open meeting to be heard in support of their submission, subject to actions required under Council’s Business Continuity Plan relating to COVID-19; 

g. Privacy Collection Statement as: Copies of submissions (only including submitter’s names), will be made available in open agendas relating to the s.223 submissions;
h. Individuals concerned with the use and public disclosure of their personal details are required to email submission@southgippsland.vic.gov.au and/or contact the Council Business Unit prior to submitting their submission, or by 5.00pm on Thursday 28 May 2020 to discuss concerns.
