Director Performance & Innovation

This newly created position of Director Performance & Innovation,  will provide leadership, insight and innovative thinking to the suite of good governance and corporate functions for Council. It will also lead a range of key corporate projects designed to strengthen our approach to our use of data and technology, our culture and processes of integrity and good governance, leading and developing our people, and strengthening our long term financial sustainability.

As a member of Council’s Executive Leadership Team, the successful candidate will provide whole of organisation leadership, and advice to Council, as well as driving high performance across your areas of responsibility.

The Director Performance and Innovation leads four departments that drive and enable the high performance of our organisation:

* Governance;

* People and Culture;

* Financial Strategy;

* Innovation and Technology.

The position oversees approximately 45 full time equivalent employees and as an integral member of the Executive team, the role will:

* Lead the focus on end to end organisation performance improvement across the whole of the organisation.

* Role model and build a culture of integrity and good governance, across the organisation and with the Council.

* Bring experience managing people and leading a high performing team, and a demonstrated commitment to developing leaders and people.

* Oversee the development and effective implementation of long term financial, technology, and people plans.

The successful candidate will bring;

Manager Governance

This newly created position of Manager Governance, will report to the Director, Performance and Innovation, and will work with the Executive Leadership Team, Council and the organisation to transform the Council’s good governance and integrity practices and build readiness for the return to elected Councillors next year.

The role is a key member of the Performance and Innovation leadership team, along with the Managers of People and Culture; Financial Strategy; and Innovation and Technology.

The Manager leads the important functions of Council business, corporate planning and reporting, risk and insurance, procurement, privacy, compliance with relevant legislation, and freedom of information.
The position oversees approximately 11 full time equivalent employees and as an integral member in the organisation’s leadership team and the Performance and Innovation Directorate, the successful candidate will:

* Imbed a robust governance culture, processes and systems across every element of Council’s operations, and lead the implementation of the Good Governance Framework.

* Build organisational readiness to support a smooth return of elected Councillors in October 2021, including delivering the Councillor onboarding and support program.

* Lead the organisation’s Council, strategic and business planning processes, and ensure they are imbedded across the organisation.

* Identify and lead the implementation of continuous improvement across your portfolio.

The successful candidate will have:

* Demonstrated experience and capability to interpret and apply legislation, communicate this in plain language and engaging terms to a diverse staff group, Councillors and the community.

* Leadership experience in a regulatory, good governance or legal role in a large and complex organisation.

* Experience in local government and a strong knowledge of the requirements of the Local Government Act would be an advantage.
