“When is the report on the future of our Recreation Reserves coming to Council, and have we already allocated funding in the proposed budget for reserves ahead of the report being considered?”

“Not sure on that, I know it’s in the pipeline, but I can’t tell you exactly when, but I can confirm”.

“Now money has been allocated in the budget for that already and yet the report hasn’t been completed is that an example of good governance?”

“Yeah I think so because you need to plan for these things ahead of time I think the worst thing we could do is involve the community in preparing reports and then not have any provision in the budget to do anything about them so I presume and I need to look into it that the reason that we’re providing budget is so that we can act on the outcomes of reports like that. Also, important to note that won’t be the first time that we’ve done planning for the future of our recreation reserves. There  will be other plans already in place that are potentially the ones that were funding but again I’ll have a look specifically at that report but yeah I do think it’s important that we provide provision for that stuff.”

“So are you saying that this represents an increase in the service delivery standards to the community that you anticipate as accountable that you are having to increase the service standards by the tune of whatever that would cost ahead of the report coming in because you said you had to?”

“No I’m not saying no that’s not what I said at all what I said is that where provisioning in the budget to respond to the report but without having a look at it which I haven’t done I can’t actually tell you exactly what that funding is for”

“Just to tease this one out there’s a difference between saying we need to get report on something it might need some funding so we will shuffle around the future funding that we have to cover that is long term planning and that’s why the figures get robberies go out but in this case the money seems to be added on to the expenditure total for this project not shuffled around from existing” 

“So, I can’t comment on that without having a look at it Yep”

A response was received from the CEO office May 6th as follows.

The Final Draft Sport & Recreation Infrastructure Strategy is anticipated to be tabled at the June 2020 Ordinary Council Meeting. The Capital Works Program in the Long-Term Financial Plan contains allocations towards projects that are identified within this draft strategy in readiness for Council’s consideration and adoption in June 2020. Projects will be subject to Council’s approval as part of the Annual Budget process.n
